Reconstruction Plans
Lincolns plan was to rebuild the South and restore southern states to the union as quick and easy as he could. Lincoln's plan had 2 steps. 1)All southerners for the exception of some high ranking leaders would be summoned to take an oath of allegiance to the United States. 2)10% of the voters in the south that voted would be permitted to farm a legal government system and rejoin the union. The northerners and Congress thought the South should be punished. They thought the succeded states should be treated as a seperate country. Congress passed the Wade-Davis bill in 1864 in attempt to punish the confedracy. Lincoln didn't sign the bill but just let it die off. The bill signaled a brawl for reconstruction. Lincoln wanted NO part of that brawl.

Johnson's Plan was constructed after Lincoln's assassination. Vice President Andrew Johnson became president. Soon after his elcetion he took on the responsibility for returning the confederates back to the Union. Johnson's plan was much like Lincoln's plan. Those who had property wiorth more than $20,000.00 or more held high military positions. President johnson added several more requirements to the plan. First the south had to approve the 13th ammendment. WHICH MADE SLAVERY ILLEGAL. Second, the south had to deny that they ever succeded. Third, the south had to promise not to repay the people that helped finance the confederacy.

Congress' plan:
Black codes were designed tp restrict the rights of freedmen.
Congress' reaction to the black codes was swiftly handled. The Civil Rights Act of 1866 was to extend citizenship to african, it also gave the federal government the right to interfere if these rights were broken to the freedmen. To ensure this, Congress passes the 14th ammendment wich granted citizenship to the freedmen and forbade any sate from denying anyone the "equal protection of the law"

Radical Republicans gained control of both houses of congress. They maintained that the southern states were not properly reconrtucted and must ratify the 14th ammendment before they could rejoin the Union. One radical, Thaddeus Stevens, wanted to punish the south by breaking up all the plantations and providing every plantation witha slave forty acres and a mule. Congress found that harsh and denied his plan.

Disfranchisement meant to take away all voting rights to a certain group of people. The state of georgia was rebelious. They hated the idea of the freedmen voting. Later they rebelled against 3 african men who were elected in office but later kicked out because the law strictly said voting.
